The U.S. Mission to the European Union (USEU), through its Public Affairs Section (PAS), offered this funding opportunity to support projects that engage European Union policymakers, key opinion leaders, and broader public audiences on U.S. policy priorities related to the EU. The program is designed for organizations that can create meaningful public diplomacy-style programming, such as conferences, workshops, trainings, and similar initiatives. USEU also signaled that it is open to fresh formats and creative approaches, especially those that make smart use of digital tools, social media, and other innovative ways to reach and influence target audiences.

In terms of what a funded organization would actually do, recipients were expected to design and implement programming aligned with USEU priorities, recruit speakers and experts in consultation with the USEU Public Affairs Office, and build programs that reflect diversity of viewpoints and backgrounds in the United States while also aiming for gender balance. Recipients also had to handle program logistics, ensure appropriate public-facing acknowledgment of U.S. government support when practical, and maintain close coordination with USEU throughout the project so that the final deliverables met both program goals and federal funding rules. Reporting was a major requirement as well: awardees had to submit interim and final program and financial reports describing both the use of funds and the impact of the programming.

USEU’s role was positioned as both strategic and oversight-oriented. The Mission would identify outreach priorities, approve speakers and key program elements, and provide guidance on what costs and activities were allowable under U.S. government funding rules. When appropriate, USEU could also help amplify projects through media and social media channels, suggest additional outreach opportunities, and coordinate with other U.S. embassies and missions when programs had relevance beyond Brussels. Even though programs could feature U.S. government officials, the notice clearly stated that grant funds could not be used to cover travel costs for U.S. government personnel, which is an important budgeting constraint for applicants.

Eligibility was limited to legally recognized, non-profit, non-governmental organizations, think tanks, and academic institutions that comply with applicable U.S. and EU requirements. A key additional requirement applied to EU-based applicants: they had to be listed in the EU Transparency Register. Cost sharing or matching funds were not required, but USEU encouraged it, and any proposed cost share had to be clearly described in both the narrative and budget. On the administrative side, applicants generally needed a DUNS number (used here as the Unique Entity Identifier/UEI) and active registration in SAM.gov before an award could be issued, with an exception potentially available for certain foreign organizations performing work outside the United States with awards under $25,000, or for overseas schools without a UEI.

Applications had to be submitted electronically in English by emailing useupa@state.gov no later than July 12, 2019 at 11:59 p.m. Central European Time (Brussels time). The notice emphasized that late or incomplete submissions would not be considered and that costs incurred before the official start of the grant period would not be reimbursed. A complete application package needed several specific components: the SF-424 Application for Federal Assistance form, a project narrative (up to four pages) covering goals, target audience, timeline, expected impact, and plans for follow-up and evaluation, and a detailed one-page budget estimate in U.S. dollars. Applicants also had to include proof of SAM registration and EU Transparency Register registration, and they were expected to maintain active registrations throughout the period in which the application was under consideration and, if selected, throughout the life of the award.

Proposals were reviewed by USEU Public Affairs with input from subject matter specialists. The evaluation criteria focused on how clearly the project connected to U.S. policy priorities regarding the EU, the likelihood that it could influence EU public opinion in ways that support those priorities, and whether the applicant had demonstrated experience and organizational capacity to deliver successful programming. Reviewers also looked for a well-justified budget and a credible monitoring and evaluation approach that could show results beyond simply holding an event. For applicants with previous USEU funding, prior performance and timely reporting were additional considerations. Applicants were told to expect notification of review outcomes by September 6, 2019.

Finally, the notice laid out basic award administration expectations. Awards would be formally issued and administered by the USEU Grants Officer, and recipients would work with a designated Grants Office Representative (GOR). Reporting schedules and other compliance requirements would be specified in the award agreement itself, and the release of funds would be tied to timely submission of required program and financial reports. This structure reinforces that the opportunity was not just about event delivery, but also about meeting U.S. government accountability standards for documentation, financial controls, and demonstrated impact.
