Opportunity Information: Apply for DHS 16 MT 045 06 01
The Fiscal Year (FY) 2016 Cooperating Technical Partners (CTP) Program - Region 6 is a FEMA funding opportunity under the Department of Homeland Security aimed at strengthening how the National Flood Insurance Program (NFIP) works on the ground. The central idea is partnership: FEMA uses the CTP framework to collaborate with state, tribal, regional, and local entities to reduce flood losses, improve the quality and usefulness of flood hazard information, and support stronger community resilience. The program is closely tied to FEMA's Risk Mapping, Assessment and Planning (Risk MAP) goals, meaning it is not just about producing maps, but also about improving the data, analysis, and communication tools that help communities understand and manage flood risk.
This opportunity is offered as a discretionary cooperative agreement (Funding Opportunity Number DHS 16 MT 045 06 01; CFDA 97.045) and was published on March 25, 2016, with an original application closing date of June 10, 2016. FEMA anticipated making about 11 awards. The notice lists an award ceiling of 0, which typically signals that individual award amounts are not expressed as a single fixed cap in the public summary and may instead be determined by regional priorities, negotiated scopes of work, available appropriations, and FEMA-approved project plans. Because this is a cooperative agreement rather than a simple grant, applicants should expect FEMA to have substantial involvement in shaping, monitoring, and supporting the work during the period of performance.
The purpose of the funding is to help qualified partners carry out projects and activities that reinforce NFIP implementation and flood risk mitigation. In practical terms, FEMA may support work that helps NFIP State Coordinating Agencies and NFIP-participating communities keep up with their ongoing regulatory responsibilities (as referenced in 44 CFR Part 59.1), while also building broader capability to assess risk and reduce vulnerability. A major emphasis is on strengthening local involvement in creating, updating, and maintaining flood risk data and products, including Flood Insurance Rate Maps (FIRMs) and other related risk products. The program is designed to increase local ownership of these datasets so that communities are not just recipients of information but active contributors to the quality and relevance of flood hazard mapping and related analyses.
Eligible applicants span a wide range of public and nonprofit entities, including state governments, counties, cities and townships, special district governments, public and state-controlled institutions of higher education, federally recognized tribal governments, and 501(c)(3) nonprofits (other than institutions of higher education). However, the key eligibility filter is not the organizational type alone. To receive an award, an applicant must already be a Cooperating Technical Partner, meaning it must have a signed CTP Partnership Agreement with FEMA Headquarters or a FEMA Regional Office. In addition, the recipient must either be (or represent) an NFIP community in good standing, or be a FEMA-approved nonprofit whose primary mission aligns with NFIP goals and objectives. FEMA also expects recipients to already have non-federally funded processes and/or systems in place that support the collection, development, evaluation, dissemination, and communication of flood hazard and risk assessment data and mapping, and to demonstrate the capability to carry out the funded activities effectively.
The types of activities supported generally fall into three broad categories: program management, technical risk analysis and mapping, and flood risk communication. That can include the technical work needed to generate or refine flood hazard data, support mapping workflows, and produce risk-related products that can be used by communities, planners, and the private sector. It also includes efforts that improve how flood risk information is shared and understood, since better communication is a core ingredient in mitigation and resilient decision-making. FEMA may also provide non-financial support such as technical assistance, training, and data to help partners successfully complete approved work under the project categories.
Performance management and reporting are a significant part of participation. Recipients must be able to meet CTP Program performance metrics and provide timely, accurate reports documenting progress and results. Where applicable, recipients must also agree to use FEMA's Mapping Information Platform (MIP) and keep project activities current by updating the Studies Workflow at least every 30 days (and more frequently when working within the Revisions Workflow). This reflects FEMA's expectation that partners operate within FEMA's mapping and project tracking systems so that progress, data status, and deliverables remain transparent and aligned with national standards and program timelines.
A recurring theme in the announcement is that successful applications are shaped collaboratively and early. Prospective applicants are expected to coordinate with FEMA in advance of submitting an application to understand FEMA's priorities, objectives, and measures for the region and to identify specific tasks that make sense to undertake under the cooperative agreement. Funding provided by FEMA is described as supplemental to resources and data the CTP may leverage, underscoring that the model is built around shared investment and shared accountability rather than FEMA fully underwriting all work. Once awarded, recipients must comply with the requirements in the announcement, the award's terms and conditions, and the existing CTP Partnership Agreement along with the FEMA-approved Statement of Work or Mapping Activity Statement, using FEMA-provided templates obtained through the relevant FEMA Region or FEMA Headquarters.Apply for DHS 16 MT 045 06 01
