The deliverable is not just a database cleanup exercise; the intent is to translate scattered monitoring records into a clearer, comparable picture of eagle presence, activity patterns, nesting, and potential interaction risks with ongoing Air Force operations. That consolidated understanding is then used to shape practical management strategies that installations can apply to reduce risk, plan operations, and support regulatory compliance.

A major component of the work is identifying data gaps and recommending the best ways to fill them. The opportunity specifically calls for evaluating and selecting monitoring methods suited to different sites and information needs, including tools such as GPS telemetry (trackers), cellphone or data-transmitting backpack tags, unmanned aerial vehicles (UAVs), direct visual surveys, remote game cameras, documentation of remains found, nest surveys, and other innovative monitoring approaches. In other words, the project is meant to answer two questions at once: what do we already know (based on existing records), and what is the most efficient, credible way to learn what we still do not know to support compliance decisions.

The outcome of this effort will be used to develop an Air Force-focused compliance strategy that supports BGEPA requirements, including the practical needs associated with incidental take permits. Incidental take permits are relevant when otherwise lawful activities may unintentionally disturb or harm eagles, and the strategy is meant to help installations document conditions, evaluate risk, and implement measures that reduce the likelihood of take or support permit applications and compliance where take cannot be fully avoided.

The project targets a defined set of installations and ranges: Nellis AFB and the Nellis Test and Training Range in Nevada; Creech AFB in Nevada; the Barry M. Goldwater Air Force Range in Arizona; Hill AFB and the Utah Test and Training Range in Utah; Mountain Home AFB plus Saylor Creek Range and Juniper Butte Range in Idaho; and Vandenberg AFB and Edwards AFB in California. The funding opportunity is administered by the U.S. Army Corps of Engineers, Omaha District, under CFDA 12.632, and it is categorized as an environmental discretionary opportunity using a cooperative agreement instrument.
