A major compliance expectation is safeguarding against sexual exploitation and abuse. Applicants must provide an organizational code of conduct that includes measures to prevent sexual exploitation and abuse, consistent with the Inter-Agency Standing Committee (IASC) principles. PRM expects the code to be widely shared and signed by staff, and it strongly encourages a country implementation plan that explains staff training, safe reporting channels, confidential follow-up procedures, how participants are informed of reporting mechanisms, and whether a PSEA focal point exists. These elements matter because they demonstrate an organization can manage humanitarian assistance responsibly, especially when serving populations at risk.
Eligibility is tied to U.S. federal registration requirements. To receive an award, organizations must have a Unique Entity Identifier (UEI) and an active registration in SAM.gov. Program planning and likelihood of achieving objectives is worth 15 points, and the monitoring and evaluation plan is also worth 15 points, with an emphasis on clear indicators and when/how they will be measured. Budget quality is worth 10 points and focuses on reasonable, realistic costs and a detailed justification. Sustainability is worth 10 points, looking for lasting positive impact after the intervention ends, and another 10 points are dedicated to equity and engagement of underserved communities in the program's administration, design, and implementation.
The review process begins with an Embassy panel that evaluates eligible and complete submissions and then recommends projects (or not) to PRM for final approval. The State Department PRM Bureau makes the final funding decision.
